National News: Ottawa, provinces agree on new immigration plan Black Habits Articles Ottawa and the provinces have agreed on a plan to improve the immigration system.

Federal Immigration Minister Joe Volpe says the idea is to keep immigrants in Canada and make better use of their skills and training.

Volpe and the provincial ministers say their new vision includes a plan to settle immigrants more evenly across the country. At the moment, most immigrants settle in a few major cities.

"Each and every one of us has to work in putting forward a plan that makes Canada a choice destination for all potential migrants," said Volpe.

The idea of spreading out immigrants across the country is a top priority, but the federal-provincial plan also lays out recommendations on how to reduce wait times, and attract and keep highly qualified newcomers.

The agreement does not include any timetables, dollar figures or specific programs.
